States can impose local restrictions under MHA's new guidelines

The Union Ministry of Home Affairs (MHA) on Wednesday issued new guidelines for surveillance, containment and caution in the wake of surge in coronavirus cases in few states and Union Territories (UTs), allowing them to impose local restrictions to contain the spread of the pandemic based on need. The month-long guidelines will be effective from December 1 and will remain in force up to December 31. The main focus of the guidelines is to consolidate the substantial gains that have been achieved against the spread of the deadly disease which is visible in the steady decline in number of active cases in the country, a Ministry statement said. Tesla chief Elon Musk has surpassed Microsoft co-founder Bill Gates to become the second-richest person in the world. The Bloomberg Billionaires Index on Monday put the Tesla chief executive -- with a $127.9 billion fortune -- above Gates -- at $127.7 billion -- for the first time. The 49-year-old entrepreneur has added more than $100 billion to his net worth since January 2020, making him one of the fastest-growing among the world's 500 richest people. The jump in Musk's fortune came as the shares of the electric car-maker Tesla soared and its market cap neared $500 billion on Monday. The wealth gap between Musk and Gate is not huge, and it is possible they could switch places again. Bill Gates' current net worth is $127.7 billion, and he would have ranked on the top had he not donated so prodigiously to charities over the years. Modi, Bhutanese PM jointly launch RuPay card Phase-II

Prime Minister Narendra Modi along with his Bhutanese counterpart Lotay Tshering on Friday launched RuPay card Phase-II that will allow Bhutanese card holders to access the RuPay network in India. The prime ministers of the two countries had jointly launched Phase-I of the project during Modi's state visit to Bhutan in August last year. In his speech via video conferencing, Modi spoke about the deep cooperating between the countries in a gamut of fields, including ISRO's preparation to launch Bhutanese satellites into space and BSNL's agreement with Bhutan regarding third international internet gateway. He also asserted that India stands solidly with Bhutan in this difficult hour of the COVID-19 pandemic, and said meeting the neighbouring country's requirements will always be its top priority. RBI proposes to merge Lakshmi Vilas Bank with DBS Bank India

The   Reserve Bank of India   (RBI) on Tuesday proposed a draft scheme of amalgamation of the beleaguered Lakshmi Vilas Bank with DBS Bank India Ltd, a wholly-owned subsidiary of DBS Bank Ltd, Singapore.  The RBI has also placed the Lakshmi Vilas Bank under moratorium for 30 days and superseded its Board owing to serious deterioration in the lender's financial position. T.N. Manoharan, a former Non-Executive Chairman of Canara Bank, has been appointed as the Administrator of the bank. According to the RBI, DBS Bank, Singapore is a subsidiary of Asia's leading financial services group, DBS Group Holdings Ltd, and thus, has the advantage of a strong parentage. In a statement, the apex bank said DBS Bank India has a healthy balance sheet, with strong capital support. As on June 30, its total regulatory capital was Rs 7,109 crore (against capital of Rs 7,023 crore as on March 31). Declining any interim relief to Republic TV Managing Director and Editor in Chief Arnab Goswami , currently in 14-day custody till November 18, the Bombay High Court on Thursday said that it would hear both sides in the case before passing an appropriate order on Friday. A division bench comprising Justice S.S. Shinde and Justice M.S. Karnik directed the lawyers of Goswami to make Akshata Naik - the widow of architect Anvay Naik - and the Centre party to the bail plea and serve copies to them.
